Greater Kampala Metropolitan Area Urban Development Programme through Pazel Conroy Consulting Ltd Conducts Mid-Term Evaluation of Projects in Mukono District.

The Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP), in partnership with Pazel Conroy Consulting Ltd, has carried out a mid-term evaluation of ongoing infrastructure and service delivery projects under implementation in Mukono District Local Government.
Speaking during the evaluation, Mr. Kamugisha Emmanuel, a consultant with Pazel Conroy, explained that the overall objective of the Mid-Term Review (MTR) is to provide the executing agency—Ministry of Kampala Capital City and Metropolitan Affairs (MoKCC&MA)—along with the World Bank and other stakeholders, with a comprehensive assessment of the programme’s progress.
"The review aims to measure how well the Programme Development Objectives (PDOs) are being achieved, evaluate the impact, and determine if the Programme is on track. It also provides recommendations for potential improvements in the remaining implementation period," Mr. Kamugisha stated.
The evaluation centered on the performance of key components such as road infrastructure, market development, and other urban projects that contribute to better service delivery and quality of life for residents in the Greater Kampala Metropolitan Area.
The evaluation team interacted with district technical departments, community stakeholders, and beneficiaries to gather feedback on project performance, implementation challenges, and opportunities for improvement. The review is a critical tool to ensure accountability, transparency, and sustainability in the delivery of urban services.
Ms. Elizabeth Namanda, the Chief Administrative Officer of Mukono District, highlighted several notable achievements, particularly in infrastructure development and local economic empowerment. She also emphasized the impact of capacity-building initiatives and training programs for district staff, as well as the improvement in office equipment and digital infrastructure, including computers.
However, Ms. Namanda recommended further investments in connectivity infrastructure. She specifically proposed the introduction of a ferry service between Ntenjeru-Buule and Ggaba, which would enhance mobility and regional integration within the Greater Kampala area.
Hon. Rev. Dr. Peter Bakaluba Mukasa, the LC V Chairperson of Mukono District, applauded the participatory approach adopted during the evaluation. He noted that the district leadership has been actively involved in mobilizing communities and working through the Mukono Development Forum, an independent body that advocates for citizen needs and oversees project transparency.
Dr. Bakaluba reaffirmed the district's commitment to ensuring that all urban development initiatives are aligned with local priorities and national development goals, ensuring that no community is left behind in the urban transformation agenda.
The mid-term evaluation exercise under the GKMA-UDP marks a vital step toward realizing inclusive urban development in Mukono District. Through stakeholder engagement, honest reflection, and evidence-based recommendations, the district and its partners are demonstrating a shared vision for a well-planned, connected, and economically vibrant metropolitan area. With continued collaboration, Mukono is poised to benefit meaningfully from the GKMA programme as it advances toward achieving its long-term development objectives
