Mukono District Technical Staff Embrace Digital Transformation Through Pre-Test Training on ICT Curriculum.

In a major step toward accelerating digital transformation within local government systems, technical staff from Mukono District have undergone Pre-Test training on the newly developed Digital Curriculum and training materials. The initiative targets both ICT and non-ICT officers, equipping them with practical digital skills aimed at enhancing service delivery.

The training, held at the Water Boardroom of Mukono District Headquarters, is part of a national project spearheaded by the Ministry of Information, Communication, Technology, and National Guidance, and implemented through Datamine Technical Business School. The Ministry contracted Datamine to conduct a needs assessment, market analysis, and develop a tailored curriculum aligned with Uganda’s Digital Transformation Roadmap.

Speaking during the session, Ms. Shallon, a facilitator from Datamine, emphasized that the training's objectives include assessing infrastructure readiness, identifying skills gaps, strengthening policy support, and aligning the digital skilling program with national ICT frameworks.

“Our purpose is to ensure that both ICT and non-ICT officers are well-equipped to adapt to modern digital demands and support Uganda’s journey toward a digitally empowered public sector,” she noted.

Mr. Stephen Muhumuza, the Deputy Chief Administrative Officer of Mukono, who represented the Chief Administrative Officer Ms Elizabeth Namanda, officially opened the training. In his remarks, he welcomed the program as a timely and strategic intervention.

“ICT is now the backbone of our economy. Everything is going digital, and this training is indeed a blessing to our technical staff,” he said, urging participants to embrace the skills being imparted to improve service delivery and work efficiency.

Ms. Deborah Kulabako, Project Manager at Datamine Technical Business School, reaffirmed the training’s importance. She explained that Mukono is one of the pilot districts under the broader national rollout plan.

“The aim is to pre-test the curriculum before full-scale implementation across the country. We're also addressing the gap in computer usage between urban and rural areas, where ICT staffing remains a major challenge,” she added.

The Pre-Test training conducted in Mukono District marks a key milestone in Uganda’s journey toward a digitally capable and inclusive public service. As digital transformation becomes essential to effective governance and national progress, equipping both ICT and non-ICT officers with relevant skills is not just beneficial but imperative. This initiative reflects the government’s commitment to empowering local governments with the tools and knowledge required to deliver better, faster, and more transparent services to citizens.
